Below are the fund and account profiles for the investment options available to Other Retirement Funds and Tax-Advantaged Savings Plans participants. 

Large-Cap Domestic Equity

The fund invests alongside the Combined Funds by investing the in the same asset class pools as the Domestic Equity Program. The actively managed strategies include investment managers benchmarked to various Russell styles, including large-cap growth and value, small-cap growth and value, and all-cap growth. The fund also invests in semi-passive investment managers benchmarked to a large-cap core style. 

 U.S. Equity Actively Managed Fund (factsheet)

An actively managed fund of dividend paying large cap stocks, which is expected to outperform the S&P U.S. Dividend Growers Index, over time. The fund focuses on  high-quality companies that have a history of paying a stable dividend, or increasing dividend, over time. 

 Vanguard Dividend Growth Fund

This fund invests in a passively managed Russell 3000 Index, which is a capitalization-weighted stock market index of the entire U.S. stock market. 

 U.S. Equity Index Fund (factsheet)

A passive domestic stock fund that tracks the CRSP US Total Market Index, which is a market-capitalization index comprised of the entire U.S. stock market. 

Vanguard Total Stock Market Institutional Index Plus (passive)

The fund investments in a passively managed S&P 500 strategy, which is a stock market index tracking the stock performance of 500 of the largest companies listed on stock exchange in the U.S. stock market.

Vanguard Index Institutional Plus (passive)

Mid-Cap Domestic Equity

A passive domestic equity stock fund that tracks the CRSP U.S. Mid-Cap Index, which measures the investment return of U.S. mid-market capitalization stocks. 

Vanguard Mid Cap Index Fund

Small-Cap Domestic Equity

An actively managed fund that primarily invests in companies with small-market capitalization and is expected to outperform the Russell 2000 Index. The diversified portfolio will invest opportunistically across both growth and value stocks, while maintaining close sector allocations to the benchmark.  

T Rowe Price Small Cap Fund

International Equity

The Fund invests alongside the Combined Funds by investing in the same asset class pools as the Combined Funds' International Equity Program. Active managers use a variety of investment styles and approaches as they seek to outperform the market. The Program's passive manager seeks to approximate the returns of the international markets in developed and emerging markets at a low cost. The Program's currency overlay program manager seeks to actively manage the portfolio's currency risk and provide a hedge against a decline in the value of the Fund's equity investments caused by currency fluctuations. 

 Broad International Equity Fund (factsheet)

A actively managed fund that that invests in foreign market stocks and seeks to outperform the MSCI EAFE Index. The portfolio's universe includes non-U.S. common stocks with market capitalization consistent with the MSCI EAFE Index, though the portfolio's investable universe extends beyond the EAFE Index to include emerging markets, Canadian, U.S., and other international stocks seeking to identify companies with superior growth prospects trading at attractive valuations.

  Fidelity Diversified International (pdf)

A passive stock fund that tracks the FTSE Global All Cap ex U.S. Index, which measures the investment return of stocks issued by companies located in developed and emerging countries, excluding the U.S. 

Vanguard Total International Stock Index Fund Institutional Shares

Fixed Income

The Fund invests alongside the Combined Funds Core/Core Plus Bond segment. Investment managers in the core bond strategy invest in high-quality fixed income securities across all investment-grade sectors of the market. Managers in the core plus bond strategy invest in high-quality fixed income securities and are also allowed expanded flexibility to invest in high-yield corporate bonds, international securities, and bonds issued by emerging market sovereign and corporate issuers. 

 Bond Fund (factsheet)

An actively managed account that invests primarily in investment-grade securities in the U.S. bond market, which is expected to outperform the Bloomberg U.S. Aggregate Index over time. The strategy opportunistically pursues areas the benchmark may not cover, such as below investment-grade debt, debt of non-U.S. issuers, and other structured products. 

 Dodge & Cox Core Bond Account (factsheet)

A passive bond fund that tracks the Bloomberg U.S. Aggregate Bond Index, which measures in the investment grade, U.S. dollar denominated, fixed-rate taxable bond market. 

Vanguard Total Bond Market Index Fund Institutional Plus Shares

Capital Preservation

The Account seeks to provide safety of principal, a high level of liquidity and a competitive yield. The Account's return is based on the interest produced by the Account's investments. The Account performance is measured against the ICE BofA 3-Month Treasury Bill Index. 

 Money Market Account (factsheet)

The Account seeks to preserve principal, maintain adequate liquidity to meet withdrawals, and generate a level of income consistent with a short- to intermediate-duration, high-quality fixed- income portfolio. 

 Stable Value Account (factsheet)

Asset Allocation Funds

The Fund's long-term asset allocation is 60% in domestic equities, 35% in fixed income, and 5% cash. The domestic equity allocation invests in the U.S. Equity Index Fund, the fixed income allocation invests in the Bond Fund, and the cash allocation invests in the Money Market Account. 

 Balanced Fund (factsheet)

A fund that passively invests in a mix of domestic stocks and bonds.  The fund is expected to track a weighted benchmark of 60% CRSP US Total Market Index/40% BB Barclays U.S. Aggregate.

Vanguard Balanced Index Fund Institutional Shares

The Account's long-term asset allocation is 35% in domestic equities, 15% international equities, 55% in fixed income, and 5% in cash. The domestic equity allocation invests in the U.S. Equity Index Fund, the fixed income allocation invests in the Bond Fund, and the Cash segment invests in the Money Market Account. 

 Volunteer Firefighter Account (factsheet)

The Minnesota Target Retirement Fund portfolios offer a diversified mix of stock and fixed income investments based on a targeted retirement date. Each target date fund gradually becomes more conservative, a lower equity allocation and higher fixed income allocation, as the fund nears the retirement date.
